  The "14th Five-Year Plan" period is the first five years after China has built a well-off society in an all-round way and achieved the first century-long struggle goal, and it is also the key period for Beijing to implement its strategic positioning as a capital city and build a world-class harmonious and livable capital. It is of great significance to do a good job in urban management. Based on the new development stage, we should implement the new development concept completely, accurately and comprehensively, take the promotion of the high-quality development of the capital as the guide, adhere to the standard of "first goodness", implement the requirement of "rule by law with fine governance", promote the legalization, standardization, intelligence, specialization and socialization of urban management, and strive to build a modern urban governance system to provide a strong guarantee for accelerating the construction of a world-class harmonious and livable capital.

  This plan is mainly based on Beijing Urban Master Plan (2016-2035), Regulatory Detailed Planning of Capital Functional Core Area (block level) (2018-2035), Regulatory Detailed Planning of Beijing City Sub-center (block level) (2016-2035), Fourteenth Five-year Plan of Beijing National Economic and Social Development and 2008.

  I. Review of Development during the Thirteenth Five-Year Plan Period

  During the "Thirteenth Five-Year Plan" period, Beijing fully implemented the spirit of the 19th National Congress of the Communist Party of China and the previous plenary sessions of the 19th National Congress and the spirit of the Central Urban Work Conference, thoroughly implemented the spirit of a series of important speeches made by the Supreme Leader General Secretary to Beijing, accelerated the reform of urban management system, strengthened refined management, made the city run smoothly, made the urban and rural environment clean, beautiful, clear and orderly, significantly enhanced the comprehensiveness, integrity and coordination of urban management, and entered a new stage of urban management development.

  (A) development achievements

  1. Major event support was successfully completed, and service support capability was significantly improved.

  Successfully completed the task of supporting major activities. Excellent completion of the celebration of the 70th anniversary of the founding of New China, the 19th National Congress of the Communist Party of China, the Beijing Summit of the Forum on China-Africa Cooperation, the two "Belt and Road" international cooperation summit forums, the World Horticultural Exposition and other major events, urban operation and environmental protection tasks have been highly recognized by the central authorities and all sectors of society.

  Service support capability has reached a new level. Taking the guarantee of previous major events as an opportunity, we carried out environmental improvement and hidden dangers investigation and management in relevant regions, concentrated on solving a number of key and difficult problems affecting environmental construction, promoted the fundamental improvement of the surrounding environment, eliminated a number of hidden dangers affecting the safe operation of cities, and improved the ability and level of urban operation service guarantee.

  2. The quality of city appearance and landscape has been continuously improved, and the appearance of urban and rural environment has been significantly improved.

  New breakthroughs have been made in environmental improvement and upgrading. Carry out the improvement of the city appearance and environmental landscape of Chang ‘an Avenue and its extension line, and shape the image temperament of Chang ‘an Avenue and its extension line as "solemn, calm, heavy and atmospheric". Formulate the "Regulations on the Management of City Appearance, Environment and Landscape of Chang ‘an Street and its Extension Line in Beijing" and establish a long-term management mechanism. Carry out three-year action to improve the environment of back streets and alleys, and improve the environment of 3123 back streets and alleys. Implementation of Chang ‘an Street, the Summer Palace, the Olympic Center, the Grand Canal, Yanqi Lake and other landscape lighting upgrading projects has greatly improved the environmental quality of the capital night scene.

  The governance of public space has been steadily advanced. Carry out the governance of public service facilities, and achieve "eight without one reduction" in urban roads and squares. We will further promote the two-dimensional code management of urban road public service facilities and complete the coding of nearly 100,000 facilities on more than 1,000 main roads. Promote the "three-in-one" and "multi-pole integration" governance of urban road boxes. All kinds of overhead lines were put into the ground and standardized for more than 1,400 kilometers, and 32,000 poles were pulled out. Standardize and control more than 48,000 illegal outdoor advertising plaques, and specially control 28,000 signs on the roof of buildings. Strengthen the governance of environmental order, put on record and punish 1.16 million illegal acts, and realize the dynamic clearing of 343 streets (towns) in the city. The public space environment is more clear and orderly.

  The urban and rural environment continued to improve. Focusing on the demolition of illegal construction, the cleaning of piles and locks, the cleaning of abandoned cars and bicycles, the greening and reconstruction, the repair of damaged roads, the improvement of road lighting, and the reconstruction of letter boxes, we will focus on the comprehensive improvement of public areas in old communities, and the quality of citizens’ living environment will be greatly improved. Promote the construction of beautiful countryside, organize and carry out seven aspects of rural neighborhood road cleaning, domestic waste treatment, informal garbage disposal, establishment of domestic waste classification demonstration village, renovation of public toilets up to standard, improvement of public lighting, and standardization of plaque identification, so that the village looks brand-new.

  3. The classification of domestic waste has created a new situation, and the ability of sanitation support has been greatly improved.

  Significant progress has been made in the classification of domestic waste. Revise and implement the Regulations on the Management of Domestic Waste in Beijing, set up the municipal and district headquarters for promoting domestic waste classification, formulate relevant supporting policies, and create demonstration communities and villages for domestic waste classification. The awareness rate of domestic waste classification reached 98%, the participation rate reached 90%, and the recycling rate of domestic waste reached 35%.

  The ability of sanitation support has been greatly improved. Promote the construction of garbage disposal facilities, with the incineration and biochemical treatment capacity of domestic garbage reaching 25,880 tons/day, the harmless treatment rate of domestic garbage reaching 100%, the recycling rate of domestic garbage reaching 60%, and the recycling disposal and comprehensive utilization rate of construction garbage reaching 85.5%. With the implementation of classified and meticulous management of urban road cleaning, the mechanized (combined) operation rate of urban roads reached 93.6%, and the annual average amount of dust remaining on the pavement of urban first-class roads remained within 10 g/m2. Promoting the "toilet revolution", the number of public toilets in the city has reached 20,504, and 9,549 public toilets have been upgraded. The standard rate of urban public toilets has reached 95%, basically achieving full coverage of Class III and above public toilets in rural areas.

  4. The energy structure has been continuously optimized, and the supply guarantee capacity has been continuously enhanced.

  The energy consumption structure was continuously optimized. We will promote the clean substitution of coal, increase the proportion of high-quality energy to 98.5%, and increase the proportion of renewable energy in the energy consumption of the whole society to 10.4%. Basically complete the transformation of coal-fired clean energy in plain areas. In rural areas, 2,111 villages and 860,000 households changed from coal to electricity, and 552 villages and 221,000 households changed from coal to gas were completed, and 723 villages were cleaned and heated through demolition and upstairs.

  The gas security system is more perfect. A multi-source and multi-directional natural gas supply system with "three gas sources, seven channels and 10 MPa large ring" has been formed, and the annual consumption of natural gas has reached 18.9 billion cubic meters. All the new towns and ecological conservation areas in the plain area are connected to the urban natural gas pipeline network, and the plain area basically realizes the "town-town communication" of pipeline natural gas. Promote the integration of liquefied petroleum gas market, optimize the layout of supply sites, and further improve the liquefied petroleum gas supply system.

  The heating service capacity has been continuously enhanced. The heating area in urban areas reached 895 million square meters, basically achieving clean heating. Form a heating system with cogeneration and gas heating as the leading factor, combining various energy sources and various heating methods, realize the heat sources from other regions such as Sanhe Power Plant and Zhuozhou Power Plant coming to Beijing for heating, and further improve the urban heating network. Solid progress was made in energy conservation and emission reduction of heating. The energy consumption per unit building area decreased by 6% compared with 2015, and the renovation of 742 old residential areas and 3,500 kilometers of heating pipelines was completed. The heating service management system and the heating service complaint and disposal system were established, and the number of heating complaints decreased year by year.

  The level of power supply security has been continuously improved. The power grid structure has been further optimized, and the external power receiving capacity has been significantly enhanced. There are 12 26-loop power receiving channels outside the city, with a transmission capacity of 31 million kilowatts. At the level of 220 kV power grid, there are seven power supply zones, namely, zone operation, ring formation in the zone and regional communication. The city’s electricity consumption reached 116.64 billion kWh, and the maximum electricity load reached 23.56 million kilowatts. The reliability of urban power supply is obviously enhanced, reaching 99.995%. There are 230,000 charging piles and 159 power stations for electric vehicles, forming a pattern of coordinated development of vehicles and piles (stations); The average service radius of public charging facilities for electric vehicles in the plain area of the city is less than 5 kilometers, forming a service system of "one municipal platform +N enterprise platforms", and the interoperability of charging and replacing facilities continues to increase.

  5. The comprehensive planning ability has been significantly improved, and the city operation is safer and more efficient.

  The grid city management system is more perfect. We will push the management center of gravity down and basically build a "1+16+33+N" grid urban management system covering the whole city. Establish the micro-circulation working mechanism of grid urban management, and coordinate the disposal mechanism with various professional departments, improve the supervision and evaluation system, and significantly improve the efficiency of grid platform.

  The coordination mechanism of underground pipeline management is more perfect. Underground pipelines were hidden, 3268 hidden projects were completed, covering 690 kilometers, and 105 hidden projects were implemented simultaneously with 77 road overhaul projects. Establish and improve a long-term mechanism for the management of manhole covers, treat more than 250,000 disease inspection wells and add more than 80,000 sets of "five prevention" manhole covers. Improve the safety protection mechanism of underground pipelines in excavation projects, and the average number of accidents per 100 kilometers of underground pipelines has dropped to 0.84.

  The protection of oil and gas pipelines has been solidly promoted. Establish the annual statistical analysis system of pipeline protection information, administrative licensing and filing system, and build the city’s oil and gas pipeline protection management information system. Complete the task of eliminating hidden dangers in the rectification of hidden dangers of oil and gas pipelines in an all-round way, and eliminate 499 hidden dangers of losses. Regularly investigate hidden dangers such as pressure occupation of oil and gas pipelines to realize dynamic zero clearing of hidden dangers.

  The safety production and emergency management system is improving day by day. A system of safety production responsibility, hidden danger investigation and management, and safety prevention and control in the field of urban management industry has been initially established, and the level of urban operation safety guarantee has been significantly improved. We will carry out a three-year campaign to control hidden dangers in urban operation safety, further promote risk assessment in industries such as electricity, gas and heating, and revise and improve emergency plans for emergencies.

  6. Significant progress has been made in reform and innovation, and the foundation of fine governance has been continuously consolidated.

  Major breakthroughs have been made in the reform of urban management system. The establishment of the Municipal Urban Management Committee, as the competent department of urban management, undertakes the responsibilities of business guidance, organization and coordination, command and dispatch, special rectification and inspection and evaluation of urban management. Adjust the Capital Urban Environment Construction Committee to the Capital Urban Environment Construction Management Committee, and the Municipal Urban Management Law Enforcement Bureau to the administrative law enforcement agency managed by the Municipal Urban Management Committee. Law enforcement power and authority sank and devolved to streets (townships), and a comprehensive street (township) law enforcement team was established to realize "one street (township) and one team", and the grassroots law enforcement ability was strengthened.

  The system of laws and regulations has been continuously improved. The Opinions of Beijing Municipal Committee of the Communist Party of China and Beijing Municipal People’s Government on Strengthening the Fine Management of Cities was issued. Formulate and revise four local laws and government regulations, including domestic waste management, city appearance and environmental sanitation, gas management and construction waste disposal management. Revise and improve the standardized system framework in the field of urban management, and carry out research and construction of subsystems in the fields of energy operation, environmental sanitation and pipeline corridors. More than 40 local standards have been formulated.

  The urban grass-roots governance model is constantly innovating. Promote the "three networks integration" of urban management, social service management and social security. We formulated and issued guidance for street leaders and alley housekeepers. The city selected more than 16,000 street leaders and recruited nearly 36,000 alley housekeepers to achieve comprehensive coverage of the street leader system. Promote the integration of grassroots forces such as street leaders, alley butlers, grid workers and coordinators, and bring them into the "group-style" management of the grid system. Deepen the work of "whistling in the streets and townships and reporting to departments", and rely on the 12345 citizen service hotline to get through the "last mile" of urban management services.

  The ability to support science and technology continued to increase. Coordinate and promote the application and demonstration of new technologies such as Internet of Things, cloud computing and big data in the field of urban management, and complete the construction scheme design of big data platform for urban management and grid management cloud platform. The construction of perception system in the fields of energy, water, transportation, sanitation and municipal administration has begun to take shape. Most districts in the city have started the construction of "urban brain", and the application of "urban brain" in Haidian District, Tongzhou District and Changping District has achieved substantial results.

  (2) Main problems

  In order to build a world-class harmonious and livable capital, there are still some shortcomings and deficiencies in urban management from the perspective of serving the new requirements of the capital development and meeting the new needs of the people for a better life.

  The carrying capacity of municipal infrastructure is insufficient. With the in-depth promotion of waste sorting, the amount of kitchen waste separation has increased greatly, and the actual treatment capacity of existing biochemical treatment facilities is difficult to meet the current demand, and the capacity structure of waste treatment facilities is unreasonable. The layout of energy supply facilities needs to be optimized and improved, the structure of transmission and distribution grid is not perfect, and the risk of large-scale power outage still exists. The high-pressure A natural gas pipeline of the Sixth Ring Road has not yet formed a ring, and the natural gas receiving, transmission and distribution capacity needs to be improved.

  The safety and toughness of urban operation are insufficient. Electricity and gas are mainly exported, and the energy supply is in a state of "tight balance and lack of elasticity", while the demand is growing, and the safety of urban operation is facing challenges. Power generation and heating are highly dependent on natural gas, and the emergency reserve capacity of natural gas is insufficient, and the contradiction between thermoelectric operation is prominent, making it more difficult to jointly regulate and supply. There are many hidden dangers in urban operation safety, underground pipelines are frequently destroyed, and pipelines in old residential areas need to be rebuilt urgently.

  The level of refined urban management needs to be improved. There is still a certain gap between the quality of municipal public services such as water, electricity and heat and the expectations of the public. The urban and rural environment is not harmonious enough, and the style and features are not prominent enough. The environmental improvement of back streets and alleys needs to be further promoted. The phenomenon of "roads without lights and lights without lights" still exists. The accuracy of the independent delivery of household garbage needs to be improved, and some garbage treatment facilities have the problem of odor disturbing people. The integration of grid urban management and 12345 citizen service hotline is not enough, the problem discovery is not comprehensive and timely, and the management efficiency needs to be further improved.

  The construction of smart city management system lags behind. The application of new technologies such as big data and artificial intelligence in the field of urban management lags behind, the role of science and technology in empowering urban management is insufficient, the urban perception system is imperfect, and the "one network unified management" of urban operation in the city has not yet formed.

  The rule of law in urban management needs to be strengthened. The system of laws and regulations in the field of urban management is not perfect, the revision is not timely enough, the implementation is not in place, the law enforcement is not strict enough, and some industries lack the support of local laws and regulations. The ability to solve problems by using legal thinking and legal methods needs to be further improved.

  The pattern of "big city management" has not yet formed. The role of the Office of the Capital Urban Environmental Construction Management Committee is not enough, and the overall coordination of the city’s environmental construction and urban management needs to be strengthened, and a "horizontal to the edge, vertical to the end" urban refined management service system has not yet been formed. The integration of urban management and urban management law enforcement is not enough, and the coordination mechanism between management and law enforcement needs to be further optimized. The role of streets (towns) in urban management needs to be strengthened, and the social participation in urban management needs to be further expanded.

  (3) Facing the situation

  The "14th Five-Year Plan" period is the first five years for China to build a well-off society in an all-round way and realize the first century-long struggle goal, and to start a new journey of building a socialist modern country in an all-round way and March towards the second century-long struggle goal. It is also a crucial period for Beijing to implement its strategic positioning as a capital city and build a world-class harmonious and livable capital. Beijing’s urban management faces many new opportunities and challenges to fulfill its responsibilities and missions as a capital in the new era.

  Changes in internal and external environment pose more challenges to urban management. As the capital and megacity, Beijing has high requirements for safe operation. However, the main energy source depends on external supply, the gap between peak and valley is widening, and the urban operation pressure is increasing, which poses new challenges to the energy operation guarantee of the capital city. It is necessary to establish the safety awareness of energy supply chain, promote the energy revolution, enhance external reliability, and strengthen peak shaving and valley filling through various ways such as intelligence to ensure the stable and safe operation of urban energy. It is necessary to enhance the awareness of opportunities and risks, strengthen forward-looking thinking, overall planning and strategic layout, further promote the modernization of the governance system and governance capacity of megacities, and provide a solid guarantee for the high-quality economic and social development of the capital.

  Uncertainty and increased risks pose greater challenges to building a resilient city. As a mega-city, Beijing’s urban operation system is becoming more and more complex, and the hidden risks are increasing. It is necessary to enhance safety awareness, strengthen bottom-line thinking, constantly improve the system and mechanism for preventing and resolving major risks, deepen and improve the mechanisms for monitoring and early warning of public health, extreme weather and other emergencies in the capital, and ensure emergency handling, speed up the completion of short-board facilities such as water, electricity, gas, heat and garbage, strengthen emergency management and social mobilization drills, greatly enhance the resilience of urban operation, and make urban operation security more powerful.

  The development of green and low-carbon cycle puts forward higher requirements for urban management. Beijing has entered a high-quality development stage characterized by reduced development, green development and innovative development. Implementing the strategic positioning of the capital city and promoting the construction of the capital of a big country have put forward new and higher requirements for urban management. At the same time, the contradiction between population, resources and environment in Beijing is still outstanding, and the problem of insufficient development imbalance between urban and rural areas and between regions still exists. It is a long way to go to relieve the function of non-capital, control the "big city disease" and take the lead in realizing the goal of "double carbon". It is necessary to fully consider the changes in factors such as "double control and four declines", take the carrying capacity of resources and environment as a hard constraint, actively adapt to the new changes in population, function and spatial layout adjustment, and further increase capacity, make up shortcomings, promote balance and improve quality.

  People’s yearning for a better life puts forward higher expectations for urban management. With the development of the city and the improvement of people’s living standards, citizens pay more attention to the improvement of urban quality, and urban management services need to be transformed from "from scratch" to "from existence to good". At the same time, with the change of social structure, the problem of aging is becoming more and more prominent, and the regional differences are great, which puts forward diversified and refined demands for urban management services. We should firmly establish the people-centered development idea, provide more dynamic, fine and intelligent urban management services on the basis of improving basic security around the requirements of "seven haves" and "five natures", and effectively improve the people’s sense of acquisition, happiness and security.

  The development of scientific and technological innovation has brought about profound changes in urban management modes, methods and means. The application of big data, artificial intelligence and other technologies has profoundly changed the fineness and dimension of urban management, and changed the original management concept, mode and method. It is necessary to accurately grasp the development trend of digitalization, intelligence, greening and integration, rely on the advantages of Beijing’s scientific and technological innovation resources, continue to expand the application scenarios of cutting-edge technology in the field of urban management, continuously optimize the supply of urban management services, and effectively improve governance efficiency.

  Second, the guiding ideology and objectives

  (A) the guiding ideology

  Guided by the Supreme Leader’s Socialism with Chinese characteristics Thought in the New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the previous plenary sessions of the 19th National Congress, thoroughly implement the spirit of a series of important speeches made by the General Secretary of the Supreme Leader to Beijing, firmly establish the people-centered development ideology, completely, accurately and comprehensively implement the new development concept, base ourselves on the strategic positioning of the capital city, and grasp the staged characteristics of urban governance. Based on the 14th Five-Year Plan for Beijing’s National Economic and Social Development and the Outline of the Long-term Objectives for the Year 2035, and guided by promoting the high-quality development of the capital, we will implement the requirements of the rule of law of precise governance and co-governance, promote the legalization, standardization, intelligence, specialization and socialization of urban management, and strive to build a modern urban governance system to make the environment more tasteful, the supply more secure, the service more temperature, the operation more orderly and the city more resilient.

  (2) Basic principles

  Adhere to service first. We should implement the concept of "People’s cities are built by the people and people’s cities are for the people", take the "four services" as an important yardstick to measure the level of urban management, be good city stewards, ensure the development of the capital with the first good standard service, and effectively enhance the people’s sense of acquisition, happiness and security.

  Adhere to the concept of system. We will implement the overall urban planning of Beijing, the regulatory detailed planning of the functional core area of the capital and the regulatory detailed planning of the sub-center of Beijing, respect and conform to the operating rules and characteristics of the capital’s megacities, and strengthen the overall and systematic planning of urban management. We will build a comprehensive urban management service system that is "horizontal to the edge and vertical to the end", strengthen departmental linkage and coordination between the central government and the military, and form a "big urban management" pattern. Adhere to full-cycle management, promote the integration of urban planning, construction and management, and form a closed-loop management.

  Adhere to safe development. Coordinate development and safety, enhance the sense of urgency, strengthen the bottom line thinking, run safety development through all fields and the whole process of urban management, make up shortcomings, improve capabilities, increase resilience, and systematically improve the ability to prevent and resolve risks.

  Adhere to fine governance. In strict accordance with the requirements of the Opinions of the Municipal Party Committee and Municipal Government on Strengthening the Fine Management of Cities, we should manage cities as carefully as embroidery, speed up the formation of a system of laws and standards covering the field of urban management, give full play to the supporting role of science and technology, and establish a management mechanism of "speaking with data, making decisions with data, managing with data, and innovating with data" to make urban management more refined and intelligent, and promote the formation of a new pattern of urban governance with joint construction, governance and sharing.

  Adhere to green and low carbon. Coordinate the goal of "double carbon" and the safety of energy operation, promote carbon neutrality in an orderly manner, vigorously promote the energy revolution, promote green production and lifestyle, promote urban operation to ensure green and low-carbon transformation, and realize urban sustainable development.

  到2025年,城市管理领域各项事业取得长足发展,适应首都城市战略定位和国际大都市特点的城市治理体系初步形成。

  首都风范、古都风韵、时代风貌的城市特色更加彰显,城乡环境品质显著提升。以天安门地区为核心,以长安街、中轴线为统领的首都环境景观体系基本形成,重点区域环境特色更加突出。城市公共空间治理取得明显成效,城市环境美观大方、整洁有序。群众身边环境品质持续改善,市民总体满意度不断提升。

  市政公用服务更加优质、便捷、高效、精细,民生保障水平显著提升。全市公厕等级达标率达到99%,城市道路机械化(组合)作业率达到97%。平原地区电动汽车公共充电设施平均服务半径小于3公里,核心区小于0.9公里。城市道路照明装灯率达到100%,“有路无灯、有灯不亮”问题动态清零,实现“应建尽建,应亮尽亮”。完成1.2亿平方米以上既有建筑智能化供热改造。生活垃圾分类知晓率达到98%以上、参与率达到95%以上、自主投放准确率达到并稳定在90%以上。完成生活垃圾设施异味治理。

The power transmission capacity of the external power receiving channel reaches 43 million kilowatts, the installed capacity of local power generation reaches 15.33 million kilowatts (including emergency standby power supply), the heating area in urban areas reaches 1.05 billion square meters, and the incineration and biochemical treatment capacity of domestic garbage reaches more than 31,000 tons/day (the incineration capacity reaches more than 22,000 tons/day, and the biochemical treatment capacity reaches more than 09,000 tons/day). The total number of electric vehicle charging piles in the city has reached 700,000. The green and low-carbon transformation of production and lifestyle has been promoted in an all-round way. The proportion of electric energy consumption in terminal energy consumption will reach 29%, the external green electricity consumption will reach 30 billion kWh, the natural gas consumption will be controlled at around 20 billion cubic meters/year, and the recycling rate of domestic garbage will reach over 37.5%, thus achieving "zero landfill" of primary domestic garbage.

  The urban management emergency response system with quick response, efficient disposal and timely recovery has been basically completed, and the city’s safety and resilience have been significantly enhanced. The lifeline safety operation and emergency support capacity of the capital city have been significantly improved. The reliability of power supply in the whole city has reached 99.996%, the reliability of power supply in key areas of the core area has reached 99.9999%, and the emergency reserve capacity of natural gas has reached about 1.4 billion cubic meters. The mileage of underground utility tunnel has reached 220 kilometers, and the problems of "road zipper" and road collapse have been effectively controlled. Promote the expansion of centralized wind power projects such as Qinghuiling, and pilot the construction of decentralized wind power projects in industrial parks and rural areas.   Make full use of waste heat resources. Promote the pilot project of waste heat utilization and transformation in northeast and southeast thermal power centers. Gradually reduce the backwater temperature of urban heating network and improve the utilization efficiency of waste heat in power plants. We will promote the recovery and utilization of waste heat such as flue gas from gas-fired boiler rooms and data centers, and replace it with sewage source heat pump heating in areas where conditions permit. Deepen the inter-regional clean heating cooperation, and study the feasibility of using the waste heat of Tianjin-Hebei Power Plant to provide heat for this city. The city’s new waste heat heating area is 8 million square meters.

  2. Promote the development of renewable energy heating.

  Give priority to the use of renewable energy for heating, no new independent gas heating system will be built in new buildings, and multi-energy coupling between renewable energy system and traditional heating methods will be encouraged. Promote the construction of renewable energy heating systems in key areas such as city sub-centers and Huairou Science City. Construction of Zhangjiakou-Beijing green electricity thermal storage pilot project. Rationally arrange the scale of hydrogen production from electrolyzed water, increase the proportion of green hydrogen energy, and build a low-carbon and economical green hydrogen energy supply system. Explore the use of biogas, sewage sludge and other biomass to produce hydrogen, study the feasibility of producing hydrogen from garbage in Asuwei circular economy park, and promote the efficient recycling of renewable energy in this city.

  Vigorously promote the construction of hydrogen refueling stations. Focusing on the demand for hydrogen for hydrogen fuel cell vehicles, according to the idea of "demonstration leading and regional radiation", 74 hydrogen refueling stations will be built and put into operation before 2025, forming a supply guarantee system for hydrogen refueling stations with reasonable layout, moderate advance, matching supply and demand, and safety and order.

  In-depth study of hydrogen energy application layout. In the sub-center of the city and the industrial parks such as Changping Energy Valley, PetroChina Shahe Science Park and Daxing, Fangshan and Yanqing Hydrogen Energy Demonstration Zones, we will explore the application of hydrogen energy in the fields of distributed energy supply for buildings, civil cogeneration, energy storage and peak shaving.

By the end of 2023, the third phase construction of the domestic waste incineration plant in Anding Circular Economy Park in Daxing District and the domestic waste treatment center in Shunyi District will be completed. By the end of 2025, the technical transformation and upgrading project (Phase II) of Fengtai District Biomass Energy Center and Pinggu District Domestic Waste Comprehensive Treatment Plant will be completed.   Promote the construction of kitchen waste treatment facilities in an orderly manner. Before the end of 2025, the technical renovation, emergency and new (expanded) construction projects of kitchen waste such as Shunyi District, Pinggu District and Miyun District will be completed, and the city’s kitchen waste treatment capacity will reach more than 0.9 million tons/day to fill the shortcomings of kitchen waste treatment capacity.

  Promote the resource utilization of construction waste. Smooth the recycling channels of earthwork sand and gravel, form a resource-based treatment structure of construction waste based on fixed facilities and supplemented by temporary facilities, and improve the treatment capacity that can dynamically adapt to the scale of construction waste production. Increase decoration waste disposal facilities. Except for the functional core area of the capital, at least one decoration waste disposal facility will be set up in other districts. Promote the functional integration and comprehensive setting of various municipal facilities such as garbage incineration, sewage treatment and energy supply, and establish a resource recycling system. Vigorously promote the coordinated treatment of feces, kitchen waste and domestic sewage, actively promote the utilization of biogas in kitchen waste treatment facilities, and explore ways to comprehensively utilize fly ash and incineration slag.

  Create an environment-friendly and community-friendly garbage disposal system. Strengthen pollutant discharge control and improve the level of intelligent management. Carry out ecological restoration of closed landfill sites. Implement the upgrading and renovation of clean and sealed garbage disposal facilities, improve the pollution control level of facilities, and complete the odor control of garbage disposal facilities in the city before the end of 2025.

We will promote the construction of key underground projects in utility tunnel in an orderly manner, and build trunk projects such as the city sub-center, the airport economic zone of Daxing International Airport and Huairou Science City. Building a digital utility tunnel, applying the technology of perception and communication, forms the lifeline of a digital city that generates data by self-perception, automatically gathers data by networking, and enables data to run safely. Focus on improving the capital policy, optimize and improve the system and mechanism of underground utility tunnel construction and operation management, control the cost of construction and operation management, and promote the sustainable and healthy development of underground utility tunnel.

  2. Promote the layout of emergency facilities in Beijing, Tianjin and Hebei.

  Yao Hongjun believes that these data show that plagiarism is a clear fact.   Hou Huaixia insisted: "I didn’t infringe and take other people’s things in any way. Whether I copied the current school has reached a conclusion. These conclusions are based."

  Believe in machines or people?

  Yao Hongjun couldn’t understand: "I also studied law. Isn’t it enough to confirm that the evidence in black and white is here?"

  In his view, the high "copy ratio" is an irrefutable fact.

  However, in the eyes of Li Qi, an expert who participated in the appraisal of Hou Huaixia’s thesis by the Academic Committee of China Ocean University, the figures in the duplicate checking report are not necessarily convincing.

  Li Qi admitted that "Hou Huaixia’s paper is flawed", but he also stressed that "this is by no means plagiarism".

  According to him, the duplicate checking of HowNet will mark the same sentences, but it can’t make a more subtle division. In particular, Hou’s doctoral thesis belongs to the category of law, which involves citing a large number of laws and regulations.

  In his impression, Hou Wenzhong was reported the same part, covering popular science narrative, news reports, and related laws and regulations, which should be comprehensively judged according to the actual situation.

  Since 2007, the problem of academic misconduct has been paid more and more attention.   Compared with manual screening, its database is huge, the screening standard is unified, and the working cycle is short. In the face of an increasing number of papers, it ensures the review speed, and it has gradually become an irreplaceable "first line of defense" for academic screening.

  In Li Qi’s view, on the one hand, HowNet does ensure the originality of the paper, but at the same time, it also "encircles the gentleman and lets go of the villain".

  This loophole has been rigidly pegged by many people. In the market, a so-called "anti-knowledge network duplicate checking" became popular, and various paper detection systems came into being. Open Taobao, and the software that sells more than 550,000 pens a month can also provide "weight reduction" service.

  Take this software, for example, it can automatically calculate the "weight reduction" price of the paper according to the duplicate check of the paper. If the demand is urgent, it will need to add more money after 24 hours of processing. During the graduation season, the price of the paper check and the "weight reduction" service in this shop rises sharply.

  It has been concluded that those who attempt to plagiarize can avoid the duplicate checking of HowNet in various ways, while those who devote themselves to the creation may not pass because of citation problems.

He said that the similarity of the statistics of HowNet’s duplicate checking system can be used as a hint, and whether it constitutes plagiarism must be further identified and analyzed.

  Among the numerous academic misconduct, most of the targets of academic counterfeiting come from obvious plagiarists who directly carry other people’s works. As a more subtle way, "soft" plagiarism is not easy to attract people’s attention.

  Besides "softness", there is a broader category — — "Hidden" plagiarism. A student studying in a well-known domestic university revealed to the reporter of China Youth Daily and Zhongqing Online that his graduation thesis co-authored with his tutor was "occupied" privately by his tutor: abbreviated as a short paper, and secretly published in a journal in his own name.   They can only return to the software again, and the professor is helpless, "but the software can’t be error-free."

  In fact, in foreign countries, screening papers mainly rely on such anti-plagiarism detection systems. Turnitin is the most widely used system in foreign universities.

  Turnitin will compare the documents uploaded by users with the articles in the background database, calculate the proportion of similarity, and "original report" containing a lot of relevant information.

  But this system has an extremely huge database: over ten thousand different periodicals and magazines, millions of books and tens of billions of web pages. It also adopts intelligent corpus technology — — Even if you rewrite the original, it will be exposed.

  Can new technology detect old problems?

  Liu Huirong, who was written by Hou Huaixia in his doctoral thesis "Thanks", is now the Party Secretary of the School of Law and Politics of China Ocean University. Hou Huaixia said that Liu is his friend, former leader and colleague, and he gave himself a lot of encouragement during his reading.

  In her view, the problem is the report itself. "Hou’s doctoral thesis was published in 2008, and the whistleblower was detected by HowNet’s duplicate checking software in 2015. This is to detect past articles with current software and standards."

  She said that, firstly, the articles that HowNet detected as "reference" covered the articles published after Hou Wen’s publication, and it is hard to say who can learn from them; Secondly, the times are different, and it is not reasonable to trace and characterize the academic misconduct of past articles with the current standards. Even from a legal point of view, there is a saying that let bygones be bygones.

  In 2009, the Ministry of Education promulgated the Guidelines for Academic Norms of Humanities and Social Sciences in Colleges and Universities. In fact, after being accused of plagiarism, there are always universities and parties who respond: "The published papers were published earlier than the various specifications."

  Zhang Shiyou, a professor at the School of Politics of Chongqing Normal University, has been teaching for 21 years, and 10 papers have been accused of plagiarism. During this period, the title was promoted from lecturer to professor and transferred to another university. At least 8 of these papers "quoted" a large number of references at the end of the paper, and some almost all of them were composed of multiple references.

  Although it has long been strange, in Xiong Wenzhao’s view, "old problems cannot be traced back with new technology", the key point is to distinguish whether the main criteria for judging plagiarism have not changed for a long time — — For example, no matter what period, large-scale overlap is not allowed.

  Who is in charge of plagiarism or not?

  As a member of the Academic Committee of China Ocean University, Li Qi remembers that after receiving the report materials, the school set up an expert group, but it was a "heavy workload" to study Dr. Hou Huaixia’s thesis.

  From analyzing the paper to writing the report, Li Qi spent two whole days. Plus some procedures stipulated by the school, it took almost a month before and after.

  He studied all the relevant domestic and foreign norms, but found that there are still many vague areas that cannot be covered by the provisions. He even created a set of evaluation criteria, holding the paper "word by word", but whether the paper is plagiarized is still "a very difficult thing to define".

  "First of all, there is no regulation on plagiarism at home and abroad; Secondly, specific to each paper, hard standards do not work, depending on the situation. " He said that this process needs a lot of discussion and discussion, and there is no way to apply the duplicate checking system mechanically.

  He said that the Academic Committee of China Ocean University was "independent" and had gone through all the necessary procedures as required. He himself did not keep the detailed analysis report of Hou’s thesis.

  For a long time, professors in colleges and universities have been accused of "plagiarism" and submitted to the academic Committee of the university for review, and the conclusions are mostly "over-quoted" or irregular, which has also been questioned as "demotion".

  Xiong Bingqi, vice president of 21st Century Education Research Institute, believes that the independence of academic committee is very important to the review results.

  At present, the scientific research departments under the academic committees of many universities in China, even independent institutions, may be interfered by administrative factors, and it is difficult to ensure that the review of reports is fair enough.

  Moreover, identifying plagiarism is not just a difficult problem for colleges and universities. Many periodical articles reported by Yao Hongjun that Hou Huaixia was suspected of plagiarism were published before the publication of HowNet duplicate checking system.

  In this regard, Chu Zhaohui’s suggestion is to strengthen the construction of third-party evaluation institutions outside the school, so that third-party institutions can judge the facts, and then the school administrative department will impose penalties.

  Difficult road to safeguarding rights

  These mechanisms have not been established yet. As a whistleblower, Yao Hongjun said that he spent most of his time waiting for this report.

  In December of the same year, Yao Hongjun began to report Hou Huaixia’s academic misconduct to the Shanghai University of Political Science and Law where Hou Huaixia worked. Unexpectedly, things dragged on for more than a year.

  On June 9, 2017, Shanghai University of Political Science and Law gave the conclusion, which stated: "The establishment and perfection of China’s credit system" and "On the commercial subject nature of sole proprietorship enterprises" published by Hou Huaixia in the name of Shanghai University of Political Science and Law do not constitute academic misconduct. "

  On July 5, 2017, Yao Hongjun applied to Shanghai University of Political Science and Law again, asking it to make the accreditation standards public and make a new accreditation.

  This time, the school gave a quick answer. Two weeks later, Yao Hongjun received the results, saying, "Re-appraisal is tantamount to repeating procedures and appraisals, wasting resources, and the academic committee of the university will not accept this application for review", but it did not respond to the requirements of the public accreditation standards.

  Yao Hongjun, who studies law, can’t recognize such a result, and he still wants an "absolute truth".

  According to the Science and Engineering Index released by the National Science Foundation in 2018, China surpassed the United States for the first time in the number of published papers, but the citation rate of American papers was higher. According to the statistics of AEIC Academic Exchange Center, last year, there were 15 publicly discussed plagiarism incidents in Chinese universities, among which there were many first-class universities in China.

  This is also one of the reasons why he insisted on reporting. In Yao Hongjun’s view, figuring out the vague areas of Hou Huaixia’s papers is not only related to individuals, but also related to the overall standards of academic evaluation in China.
