Implementation Plan of China (Kunming) cross-border electronic commerce Comprehensive Experimental Zone

  In order to implement the spirit of the State Council’s Reply on Agreeing to Establish cross-border electronic commerce Comprehensive Experimental Zone in 22 cities including Beijing (Guo Han [2018] No.93) and seize the opportunity to promote the rapid development of Kunming cross-border electronic commerce, this plan is formulated.

  I. General requirements

  (A) the guiding ideology

  Guided by Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China, adhere to the development concepts of innovation, coordination, green, openness and sharing, conscientiously implement the decision-making arrangements of the CPC Central Committee and the State Council, base on the overall situation and face the world, deeply understand the new trends and problems in cross-border electronic commerce’s development at home and abroad, and systematically plan a new path for cross-border electronic commerce’s innovation and development around the supply-side structural reform, the "Belt and Road" and the construction of China’s radiation center for South Asia and Southeast Asia; Give full play to Kunming’s location advantages, innovate cross-border electronic commerce’s institutional mechanism and business model, and build a new system of cross-border electronic commerce; China (Kunming) cross-border electronic commerce Comprehensive Experimental Zone will be built into an important carrier with Yunnan characteristics to cultivate new kinetic energy for foreign trade development, promote industrial transformation and upgrading, and build a new platform for international cooperation, so as to become China’s cross-border electronic commerce radiation center for South Asia and Southeast Asia.

  (2) Basic principles

  Adhere to industrial integration and innovative development. Adhere to cross-border electronic commerce’s institutional mechanism innovation, management system innovation and business model innovation, create a good business environment, and promote the vigorous development of new trade formats and new models. Strengthen the popularization and application of new technologies, promote the integrated development of cross-border electronic commerce and traditional industries, establish a mechanism of innovation and coordinated development in integrated industry, promote industrial transformation and upgrading, enhance the scale and level of foreign trade, and improve the core competitiveness of Yunnan’s advantageous industries.

  Adhere to key breakthroughs and coordinated development. Focus on the key areas with strong driving force in Kunming and cross-border electronic commerce, concentrate on solving the development problems of key areas and weak links, and promote the rapid development of cross-border electronic commerce. Adhere to the development idea of paying equal attention to B2B (business-to-business) and B2C (business-to-customer), paying equal attention to both import and export, focusing on export and coexistence of multiple modes. Co-ordinate resources, optimize layout, cultivate diversified cross-border electronic commerce subjects, and promote the coordinated development of cross-border electronic commerce.

  Adhere to win-win cooperation and open development. Take the "Belt and Road" construction as an opportunity to strengthen cooperation with neighboring countries, establish a new mechanism and platform for international cooperation in cross-border electronic commerce, promote the integration and development of infrastructure interconnection and regional cross-border electronic commerce, actively coordinate and promote the formulation of rules and standards, innovate the talent training mode, and form a new pattern of coordinated development for South Asia, Southeast Asia and cross-border electronic commerce.

  (III) Main objectives

  Cross-border electronic commerce’s transaction volume continues to grow. From 2019 to 2020, Kunming strives to achieve an average annual growth rate of cross-border electronic commerce’s transaction volume of over 50%.

  Cross-border electronic commerce’s structure was gradually optimized. By 2020, Kunming will strive to introduce and cultivate 20 key enterprises in cross-border electronic commerce with sales exceeding 100 million yuan, and the proportion of existing foreign trade enterprises using cross-border electronic commerce will reach more than 50%, initially forming a whole industrial chain system in cross-border electronic commerce. Cross-border electronic commerce’s innovation ability has been gradually enhanced, and cross-border electronic commerce’s exports of traditional superior products, brand products and high value-added products have increased significantly.

  Cross-border electronic commerce’s environment is fully optimized. By 2020, cross-border electronic commerce’s "two platforms and six systems" (cross-border electronic commerce online public service platform, cross-border electronic commerce offline industrial park platform, cross-border electronic commerce information sharing system, cross-border electronic commerce financial service system, cross-border intelligent logistics system, cross-border electronic commerce credit system, cross-border electronic commerce statistical monitoring system and cross-border electronic commerce risk prevention and control system) will be initially established. Cross-border electronic commerce has achieved remarkable results in the integration with traditional industries, and initially explored new trade modes such as market procurement and cross-border electronic commerce. Establish cross-border electronic commerce consultation and cooperation mechanism with neighboring countries, initially build cross-border electronic commerce logistics center and cross-border electronic commerce commodity exhibition center for South Asia and Southeast Asia, and initially form cross-border electronic commerce industrial chain centered on Kunming in South Asia and Southeast Asia.

  Second, the main task

  Guided by the innovation-driven concept, based on information interconnection, with "two platforms and six systems" as the core, we will speed up the construction of cross-border electronic commerce’s integrated supervision system and supply chain collaborative service system, promote industrial integration, innovate business models, promote the organic unity of efficient supervision and optimization services, and promote the common development of cross-border electronic commerce and the real economy, so as to enhance Kunming’s international influence.

  (1) Improve the online public service platform in cross-border electronic commerce.

  Complete the construction of China (Yunnan) international trade "single window" and cross-border electronic commerce public service platform, which integrates customs clearance, general cross-border transaction demand processing, transportation and logistics. Strengthen the docking of cross-border electronic commerce’s public service platform with the "single window" of international trade, and realize the comprehensive docking with the information systems of customs, taxation, foreign exchange, banking, public security, postal services, railways, airports and other departments. Strengthen the docking of cross-border electronic commerce public service platform with the information systems of cross-border electronic commerce, logistics, third-party payment, foreign trade integrated services and other enterprises. Promote paperless operation covering enterprise filing, customs clearance, inspection and quarantine, foreign exchange settlement, tax refund, security inspection and identity authentication. Explore the modularization and integration of cross-border B2B and B2C trade processes, promote the innovation of integrated services, and encourage relevant departments and enterprises to track the trade process at any time and handle the main business of cross-border electronic commerce online. Build a big data application platform in cross-border electronic commerce, give play to the value-added function of data, and carry out applications such as credit evaluation, risk early warning, data marketing, market forecasting, financing insurance, etc.

  (2) Building an offline industrial park platform in cross-border electronic commerce.

  Based on the resource endowment and location characteristics of Kunming, the "3+5+2" cross-border electronic commerce industrial cluster area with the comprehensive bonded area and bonded logistics center as the core is planned and constructed as a whole, and the parks are dislocated and have complementary advantages. "3+5+2" includes three core parks, including Kunming Comprehensive Bonded Zone, Kunming High-tech Bonded Logistics Center and Kunming Tengjun land port Bonded Logistics Center, five export parks, including Kunming High-tech Zone National E-commerce Demonstration Base, Ausdi (Kunming) E-commerce Trading Industrial Park, Kunming Chenggong Information Industrial Park, Junfa New Luosiwan International Trade City and Wuhua Jinding Cultural and Creative Park, and the "Never Ending South Expo" and Alibaba’s import sources.

  1. Construction of cross-border electronic commerce Core Industrial Park. Relying on special customs supervision areas such as comprehensive bonded zone and bonded logistics center, we will strengthen the construction of bonded warehouses, logistics storage centers, international commodity pavilions and offline exhibition and trading centers, and carry out cross-border electronic commerce business with equal emphasis on bonded stocking, bonded exhibition and trading, direct purchase and import, and import and export in special areas; Encourage pilot enterprises to import goods from South Asia and Southeast Asia and goods from all over the world, and try the bonded exhibition trading business first in the fence of the special customs supervision area, allowing pilot enterprises to conduct accounting and pay relevant taxes after the bonded exhibition trading is completed.

  2. Build a number of industrial parks in cross-border electronic commerce. Highlight the export function, and integrate existing high-quality enterprise resources such as big data, cloud computing, Internet, cross-border electronic commerce and modern logistics in Kunming High-tech Zone National E-commerce Demonstration Base, Ausdi (Kunming) E-commerce Trading Industrial Park and Kunming Chenggong Information Industrial Park, develop cross-border electronic commerce headquarters economy, platform economy and digital economy, and develop various cross-border electronic commerce export models. Establish cross-border electronic commerce Promotion Center in Kunming High-tech Zone, implement brand promotion actions, and make full use of South Expo, Kunming Expo, Business Fair, Agricultural Expo, cross-border electronic commerce platform and overseas marketing system to promote Yunnan-specific products. In the professional markets such as Junfa New Luosiwan International Trade City, we will build a cross-border electronic commerce trading platform and an offline brand exhibition center for featured products, and combine professional market procurement trade with cross-border electronic commerce to explore diversified channels for enterprise exports. Seize the opportunity of Kunming being approved as a national cultural export demonstration base, and build Wuhua Jinding Cultural and Creative Industrial Park into a characteristic demonstration park combining cross-border electronic commerce and cultural export. Highlight the import function, give full play to the role of Alibaba’s import platform, and combine the "Never Ending South Expo" with cross-border electronic commerce to carry out online and offline in cross-border electronic commerce (О2О) experience mode. Take effective measures to build Kunming into a cross-border electronic commerce center, a trading center, an operation center, a settlement center and a big data center in southwest China, which radiates South Asia and Southeast Asia.

  (3) Building an information sharing system in cross-border electronic commerce.

  1. Establish a departmental supervision information sharing system. Relying on the "single window" platform of international trade, we will strengthen the docking of relevant information systems of cross-border electronic commerce in customs, taxation, foreign exchange, public security, market supervision and other departments, adhere to the application-oriented sharing and aggregation of data, promote the seamless connection of supervision processes online, and realize "information exchange, mutual recognition of supervision and mutual assistance in law enforcement" among supervision departments. Promote information exchange and sharing between enterprises and government departments in cross-border electronic commerce, and improve the information service level in cross-border electronic commerce. Promote data transmission and sharing with cross-border electronic commerce, a country in South Asia and Southeast Asia, and promote the integration of customs clearance in cross-border electronic commerce.

  2. Optimize and reorganize the regulatory business process. Optimize and reorganize the customs business process, implement the mechanism of pushing forward and moving back the law enforcement operation and checking the whole process, and greatly improve the customs clearance efficiency by broadening the supervision time and space and compressing the customs clearance time. Optimize the inspection and quarantine process, and establish a supervision mode covering trade processes such as commodity and enterprise filing, product declaration, risk monitoring, product traceability, inspection and release, so as to meet the needs of different business models in cross-border electronic commerce.

  3. Establish cross-border electronic commerce management system. In terms of B2C, we will strengthen the paperless customs clearance in cross-border electronic commerce, unify the "three orders" data transmission standard, follow the B2B customs clearance, batch customs transfer, innovate the return and exchange process, effectively control risks, strengthen customs clearance cooperation, implement big data sharing and other facilitation measures, and constantly innovate the management system according to business needs. Expand the scope of cross-border B2B business, formulate the declaration process and relevant standards, establish a regulatory system that is suitable for cross-border B2B characteristics, and provide convenience support for cross-border B2B.

  (D) Building a cross-border intelligent logistics system

  1. Construction of cross-border electronic commerce international logistics channel. Give full play to the advantages of land and air logistics hub facing South Asia and Southeast Asia, smooth the international logistics channel in cross-border electronic commerce, and enhance cross-border electronic commerce’s import and export cargo transportation capacity. Open and encrypt international routes to South Asia and Southeast Asia, increase flights to important cities in the Middle East and North Africa, develop all-cargo routes linking freight hubs in South Asia and Southeast Asia, build freight routes extending to West Asia, Africa, Australia and New Zealand, and gradually expand freight routes to Europe; Accelerate the construction of Kunming-Hanoi, Kunming-Bangkok and Kunming-Yangon Trans-Asian Railways, actively coordinate the opening of trains in Central Europe and Central Asia, promote the signing of cross-border road transport agreements with Vietnam, Laos, Myanmar and Thailand, and open freight buses. Relying on Kunming Comprehensive Bonded Zone, Kunming High-tech Bonded Logistics Center and Kunming Tengjun land port Bonded Logistics Center, we will build a multimodal transport logistics center, build an international multimodal transport warehousing logistics park, a public-rail intermodal logistics center, a comprehensive modern logistics park, cross-border direct transportation and other projects in the border areas such as Hekou and Mohan, build a comprehensive, intelligent and integrated modern integrated logistics service system, make overall plans to solve the problems of transportation, commerce and supervision services, and implement seamless docking of aviation, railway and highway transportation at ports.

  2. Build a regional logistics center in cross-border electronic commerce. Accelerate the construction of Wang Jiaying railway port, and promote the construction of Kunming Tengjun land port multimodal transport logistics facilities and Anning Taohua Railway freight hub. Accelerate the channel docking with port (port) cities. Promote the construction of Kunming international mail express supervision center, realize the general contracting and direct sealing of international mail express from Laos, Myanmar and other South Asian and Southeast Asian countries in Kunming, and smooth the retail import and export channels in cross-border electronic commerce. Build a bonded logistics center, logistics cluster park and distribution network, give play to the core location advantage of Kunming in the economic circle of central Yunnan, promote the agglomeration of regional logistics elements, and guide the cross-regional interaction and integration of logistics resources. Strengthen cooperation with border cities in cross-border areas and border areas, build cross-border electronic commerce logistics sub-center, and radiate and drive the province to carry out cross-border electronic commerce business. Strengthen cooperation with neighboring countries and cities in the eastern coastal areas, establish a "cloud warehouse" based on the Kunming Comprehensive Bonded Zone, guide the distribution of cross-border electronic commerce’s import and export goods from Kunming, strive for the South Asian navigation rights of the Civil Aviation Administration of China to tilt to kunming changshui international airport, encourage Chinese and foreign airlines to operate international all-cargo flights to and from Kunming, improve Yunnan’s aviation logistics support capacity, build an international freight hub facing South Asia and Southeast Asia, and build Kunming into a cross-border electronic commerce logistics center, an aviation logistics distribution center and a fresh product transshipment center serving the southwest, radiating the whole country and facing South Asia and Southeast Asia.

  3. Guide enterprises to build a number of online intelligent logistics platforms. Actively support the construction of logistics information public service platform and improve the intelligent service level of logistics system. Promote the application of technologies such as big data, cloud computing, Internet of Things, artificial intelligence, Beidou navigation and geographic information, promote the transformation and upgrading of traditional warehousing and logistics enterprises, build intelligent logistics warehousing, intelligent order processing centers and intelligent logistics distribution networks, and improve the level of logistics services. Support qualified logistics enterprises to develop into the fourth party logistics that provides integrated solutions and supply chain integration services, and provide enterprises with services such as logistics path optimization and inventory optimization.

  (E) the establishment of cross-border electronic commerce credit system.

  1. Strengthen the exchange and sharing of credit information. Promote the relevant government departments, platform enterprises, banks and third-party credit service institutions to strengthen cooperation, promote the exchange and sharing mechanism of credit data between enterprises and consumers, and establish a credit database in cross-border electronic commerce.

  2. Establish a multi-dimensional credit evaluation mechanism. Combining with the credit certification standards of customs, taxation, foreign exchange and other departments, the credit evaluation standards of cross-border electronic commerce platform for operators and consumers, and the credit evaluation standards of third-party credit service institutions, we will scientifically set up credit evaluation indicators in cross-border electronic commerce, rationally allocate the weight of indicators, build a credit evaluation model of cross-border electronic commerce, and promote the construction of comprehensive credit evaluation system of cross-border electronic commerce.

  3. Implement joint incentives and joint disciplinary measures. Incorporate those responsible for violating the rules and breaking promises into the "blacklist", submit them to relevant departments and upload them to relevant information platforms in a timely manner, strengthen the online disclosure and sharing of information on violations and breaking promises, and take corresponding joint disciplinary measures such as restricting business and financing and credit, so as to increase the cost of violations. Implement classified supervision of import and export credit, and give more convenience and preferential support to enterprises with higher credit rating in customs clearance, tax refund, foreign exchange settlement, logistics warehousing and finance. For enterprises with low credit rating, we will intensify the examination and inspection to solve the problems of tax evasion, counterfeiting, false trade, breach of service, infringement of intellectual property rights and failure to declare truthfully.

  (VI) Building a financial service system in cross-border electronic commerce.

  1. Build a one-stop financial service platform in cross-border electronic commerce. Cultivate and introduce a number of third-party payment institutions. Encourage cross-border electronic commerce platform, foreign trade comprehensive service enterprises, third-party payment institutions to cooperate with banks and other financial institutions, and make use of the characteristics that cross-border electronic commerce information can be inquired and traced to provide one-stop financial services such as payment, settlement, insurance and financing, which are complete, convenient and risk-controllable.

  Lead unit: Provincial Local Financial Supervision Bureau and Kunming Central Branch of the People’s Bank of China.

  Responsible units: Provincial Department of Commerce, Provincial Market Supervision Bureau, Yunnan Banking Insurance Regulatory Bureau and Kunming Municipal People’s Government.

  2. Optimize payment and foreign exchange settlement and sale services in cross-border electronic commerce. Make full use of the policy of the pilot zone for comprehensive financial reform along the border, expand RMB settlement in cross-border electronic commerce, promote payment institutions to participate in the pilot of cross-border foreign exchange payment, appropriately expand the scope and transaction amount of cross-border foreign exchange payment and settlement and sale of foreign exchange by payment institutions, and promote B2B development in cross-border electronic commerce. Support qualified legal person payment institutions to carry out cross-border payment business, enrich the settlement channels for enterprises and individuals, and support the development of cross-border electronic commerce.

  (VII) Building a risk prevention and control system in cross-border electronic commerce.

  1. Establish a joint risk pre-judgment and cooperative law enforcement mechanism. Relevant departments should strengthen information exchange, comprehensively collect declaration lists, orders, payment bills, logistics bills and other business data, analyze key sensitive risk information in terms of product source, product quality, safety access, transactions, taxation, etc., establish risk joint pre-judgment and cooperative law enforcement mechanisms, and realize joint operation of risk prevention and control in cross-border electronic commerce.

  Lead unit: Provincial Department of Commerce and Kunming Customs.
