Hurd, a Northern Irishman who once worked in the British Foreign Office, served as the General Tax Department of China Customs from 1863 to 1911. During his tenure, he clarified, established and expanded the business including postal services, water services and foreign loans, and personally formulated the criteria and conditions for selecting and promoting foreign customs officers, which objectively made a great contribution to China Customs and served as an important mediator in a series of Sino-foreign negotiations. Therefore, some historians even regard Hurd as loyal to Yu Daqing, especially loyal to his sovereign, Empress Dowager Cixi and Emperor Guangxu, and call him "our Hurd".
