Not long ago, the central government issuedRegulations on the Education and Training of Cadres(hereinafter referred to as the "Regulations") is of great significance for implementing the spirit of the series of important speeches by the Supreme Leader General Secretary, cultivating good cadres needed by the party and the people, promoting the construction of a learning, service-oriented and innovative Marxist ruling party and a learning society, and promoting the modernization of the national governance system and governance capacity. We should stand on the height of the overall development of the cause of the party and the state, deeply understand that the promulgation and implementation of the "Regulations" is the inevitable requirement of strengthening ideological party building, the proper meaning of governing the party by system, and the realistic need of coordinating and promoting the "four comprehensive" strategic layout. We should conscientiously grasp the key features of the "Regulations" and implement them to the letter.
First, focus on the center and serve the overall situation, and firmly grasp the direction of cadre education and training.
The "Regulations" clarify the guiding ideology of cadre education and training, and emphasize the need to adhere to the socialist direction of running schools and carry out cadre education and training closely around the needs of the development of the party and the state. This is the most fundamental requirement for the education and training of cadres.
Always adhere to the guidance of scientific theory. The "Regulations" stipulate that the education and training of cadres must be guided by Marxism–Leninism, Mao Zedong Thought, Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, and thoroughly implement the spirit of the series of important speeches by the Supreme Leader General Secretary. It is necessary to study and implement the spirit of the series of important speeches of the Supreme Leader General Secretary throughout all aspects of cadre education and training, and ensure that the goals are not confused and the direction is not deviated.
Always adhere to the principle of party spirit. We should pay attention to ideological education, strengthen the ideological and political construction of leading bodies in cadre education and training institutions, do a good job in the education of school spirit and discipline of teaching staff and the fine traditional education of the party, and enhance the concept of party spirit and discipline awareness. It is necessary to strengthen system construction, adhere to running schools in accordance with the law and regulations, resolutely implement the principles, policies, laws and regulations of the party and the state, establish and improve systems in teaching, scientific research and personnel, and use systems to manage school affairs and people. We must strictly manage education. The "Regulations" stipulate that teachers engaged in cadre education and training must be loyal to the party, politically determined, strictly disciplined and rigorous in their studies. It is necessary to strictly educate and manage teachers, adhere to the principle that there is no forbidden zone in scientific research, and have discipline in the forum. Teachers are required to be consistent with the central government’s major policies and policies, and with the central government’s decision-making and deployment, and they are never allowed to publicly publish erroneous views that violate the party’s theory, line, principles and policies and the central government’s decisions.
