Opinions on the implementation of the reform of junior high school academic level examination in Shaanxi Province
In order to implement the spirit of the State Council’s "Implementation Opinions on Deepening the Reform of Examination Enrollment System" (Guo Fa [2014] No.35) and the Ministry of Education’s "Guiding Opinions on Further Promoting the Reform of Examination Enrollment System in Senior High Schools" (Jiao Ji Er [2016] No.4, hereinafter referred to as "Opinions"), implement the fundamental tasks of Lide Shuren and the basic requirements of quality education, deepen the reform of examination enrollment system in our province, and improve the teaching quality of junior high school education, combined with the actual situation in our province,
I. General requirements
(1) Guiding ideology.
Fully implement the party’s education policy, conscientiously implement the national policy requirements for deepening the reform of the examination and enrollment system, and further promote the reform of the junior high school academic level examination in light of the reality of the reform and development of basic education in the province; Give full play to the correct guiding role of examination evaluation in junior high school education and teaching, and strive to build a scientific and reasonable examination system for junior high school academic level in line with the reality of our province from the long-term goals of promoting the full implementation of quality education, promoting the healthy growth of primary and secondary school students, promoting the balanced development of compulsory education and improving the quality of basic education.
(2) Basic principles.
Adhere to the principle of educating people, follow the laws of education and students’ growth, and promote the all-round development of students’ morality, intelligence, physique and beauty; Adhere to scientific evaluation, reduce students’ excessive academic burden, and lay a good foundation for students’ lifelong development; Adhere to fairness and justice, give play to the correct guiding role of examination evaluation, and promote the overall improvement of the quality of compulsory education in the province.
(3) Nature and function.
Junior high school academic proficiency test mainly measures the degree to which students meet the learning requirements stipulated by the state, and the test scores are the basic basis for students to graduate and enter higher schools. According to "National Compulsory Education Quality Monitoring Program", the junior high school academic level examination is not only an important work for monitoring the quality of education and teaching in junior high schools, but also an important means for educational administrative departments at all levels to manage and guide primary and secondary schools to implement the national curriculum plan and curriculum standards, further standardize school education and teaching behavior, and scientifically evaluate the quality of school education and teaching, which has a scientific leading role in primary and secondary education and teaching.
Second, the main content and specific arrangements
According to the Ministry of Education’s "Opinions", the main contents and specific arrangements for the reform of junior high school academic level examination in our province are as follows:
(1) Examination subjects.
The subjects of junior high school academic level examination are all the subjects set in the Experimental Program of Compulsory Education Curriculum, namely, Chinese, mathematics, English, physics, biology, chemistry, morality and rule of law, history, geography, physical education and health, music, fine arts, information technology (comprehensive practical activities) and other 13 subjects.
Research-based learning, community service and social practice, labor technology education and local courses in comprehensive practical activities are included in the comprehensive quality evaluation.
(2) examination methods.
Chinese, mathematics, English (including listening), physics, chemistry, history, biology, geography and other subjects are written in a closed book; Morality and rule of law implement open-book written examination; The physical health of "sports and health" is tested on the spot; Physical, chemical, biological experiments and information technology are conducted by means of on-site operation examination; Music and fine arts implement a combination of process and summative examination.
(3) Examination scores and duration.
1. Written test subjects, full marks and test duration of the eighth grade next semester:
60 points for biology and 60 minutes for duration.
Geography 60 minutes, duration 60 minutes.
The information technology and biological experiment operation exams are 10 points each and the duration is 15 minutes each.
2. The subjects, full marks and test duration of the ninth grade next semester:
Chinese 120 points, duration 150 minutes;
120 points in mathematics, with a duration of 120 minutes;
120 points in English (including 30 points in the listening test), with a duration of 120 minutes;
80 points in physics, with a duration of 80 minutes;
Morality and rule of law 80 points, 80 minutes long;
60 points in history and 60 minutes in duration;
60 points in chemistry, 60 minutes in duration.
60 points for sports and health, including 10 points for physical education class, 5 points for taking part in the assessment of sunshine sports at ordinary times, and 45 points for the on-site examination of physical fitness and health.
The operation scores of physics and chemistry experiments are 10 points each, and the examination duration is 15 minutes each.
(4) The presentation form of the written examination papers.
Chinese is a one-volume system and other subjects are a two-volume system.
(5) Examination time.
The province’s junior high school level examination is arranged in late June each year for three days. On the first morning, the exam subject is Chinese, and the exam subject is English in the afternoon. The next morning, the exam subjects were mathematics, and in the afternoon, the exam subjects were physics, morality and rule of law. The candidates were ninth-grade students. On the morning of the third day, the examination subjects are chemistry and history, and the candidates are ninth-grade students; In the afternoon, the subjects are biology and geography, and the candidates are eighth-grade students.
The physical education and health examination is scheduled to be held before the end of April of the ninth grade next semester.
The information technology and biological experiment operation examination will be arranged before the end of May of the next semester of Grade 8.
The physical and chemical experiment operation examination is scheduled to be held before the end of May of the next semester of Grade 9.
The final examination time of music and art shall be arranged by the county education administrative department according to the course schedule and the actual situation.
(6) Examination proposition and paper preparation.
All written subjects of the junior high school academic level examination shall be subject to unified proposition and paper making in the whole province.
The proposition of junior high school academic level examination should focus on implementing the fundamental task of moral education, strengthening the education of socialist core values, coordinating the orientation of the "two exams in one" examination, and highlighting the examination of subject thinking methods and subject core literacy; It is beneficial to all students’ all-round, scientific, healthy growth and sustainable development to combine the teaching practice of junior high school education; It is necessary to reduce the content of simple memory and mechanical training, strengthen the connection with students’ life and social development, and examine students’ ability to analyze and solve problems by comprehensively applying the knowledge and methods they have learned; It is necessary to achieve a moderate amount of questions and appropriate difficulty.
Third, the presentation, management and application of achievements
(1) Presentation of examination results.
The scores of all written subjects in the junior high school level examination are registered by the original scores of the test papers, and the scores are presented side by side in the form of scores and grades; The results of physical education and health examination are given on the spot, and the results are presented side by side in the form of scores and grades; The scores of all operation examination subjects are given on the spot, and the scores are presented side by side in the form of scores and grades; Music and art test scores are presented in a hierarchical way.
The presentation of grades is divided into four grades: excellent, good, qualified and unqualified. The specific grading standards, conversion methods of scores and grades, and determination of grading ratio shall be formulated by the education administrative departments of municipalities (districts).
(2) Examination score management.
Municipalities (districts) education administrative departments should improve the management system of junior high school academic level examination results, and the examination results must be recorded in the student files and student information network management system in a timely and true manner to ensure that each student’s academic level examination results and data are comprehensive and accurate.
(3) Application of test scores.
According to the spirit of "Opinions" of the Ministry of Education, cities (districts) should scientifically and reasonably apply the results of junior high school academic level examinations in combination with local conditions, which should not only play the correct guiding role of examination evaluation in school education and teaching, but also be conducive to the enrollment of high school students. The main application of junior high school academic level test scores is as follows:
oneThe basic basis for the issuance of graduation certificates for junior high school students in compulsory education.The results of junior high school academic level examination are the main basis for the issuance of graduation certificates for junior high school students in compulsory education. For students who have passed the junior high school level examination in all subjects, the education administrative department at the county (district) level shall issue compulsory education graduation certificates; For students who fail in the junior high school level examination, the county (district) level education administrative department will issue compulsory education certificates. Those who fail to pass the academic proficiency test in junior high school can apply to take the academic proficiency test in junior high school in the next year, and the education administrative department at the county level will issue a compulsory education graduation certificate after passing the test. Students in compulsory education are not allowed to repeat their studies.
2Basic basis for school enrollment in senior high school.Every student who has passed the junior high school level examination in all subjects will have the basic qualifications for admission to the high school in that year. All non-fresh-year students should take the same academic level examination no more than twice. Take two academic level exams, and take the results of that year as the basic basis for admission to high school.
threeAn important basis for monitoring the teaching quality of junior middle schools.The teaching and research departments of cities (districts) conduct serious, comprehensive and objective analysis and research on the quality of test questions and students’ answers in junior high school academic level examination, evaluate the teaching situation of disciplines, find problems and put forward suggestions for improvement, and form a report on diagnosis and guidance of discipline teaching. The Provincial Academy of Educational Sciences is responsible for analyzing and studying the provincial junior high school level examination, forming an evaluation report on subject teaching quality, and guiding the teaching work of junior high schools.
Fourth, organization and management
The reform of junior high school academic level examination in the province is under the unified leadership of the Provincial Department of Education, with the participation of relevant offices and directly affiliated units of the Provincial Department of Education, and the specific implementation of the education administrative departments of cities and counties (districts).
(1) Division of responsibilities.
The Basic Education Department of the Provincial Department of Education is responsible for taking the lead in formulating the implementation opinions of the provincial junior high school level examination and coordinating and organizing relevant work.
The provincial academy of educational sciences is responsible for the development of the examination instructions for the written examination subjects of the provincial unified examination, and promulgates the examination standards and related requirements; Responsible for the proposition and paper making of written examination subjects in the provincial unified examination; Responsible for the provincial unified examination subjects marking training and marking guidance.
The Department of Physical Education and Art Education of the Provincial Department of Education is responsible for the examination of "Physical Education and Health".
The Education Technology and Equipment Center of the Provincial Department of Education is responsible for the work related to the experimental operation examination of physics, chemistry and biology in junior high schools.
The provincial education information management center is responsible for the related work of information technology operation examination.
The provincial examination management center is responsible for guiding the examination centers of cities (districts) or recruiting offices to do a good job in the examination of all provincial unified examination subjects in the junior high school level examination within their respective jurisdictions.
The education administrative departments of cities (districts) are responsible for promulgating the standards and requirements for music and art examinations, and the education administrative departments at the county level are responsible for organizing the examinations.
(2) Marking work.
The written examination subjects of the provincial junior high school level examination shall be marked online, and the education administrative departments of the municipalities (districts) shall be responsible for organizing the implementation.
(3) safeguard measures.
1. Strengthen organizational leadership. The education administrative departments at all levels will further strengthen the organization and leadership of the junior high school academic level examination, and earnestly do a good job in the organization and management of proposition, paper making, examination and marking.
2. Strengthen the construction of test proposition team. Teaching and research departments at all levels and junior high schools should attach importance to the research on the proposition of junior high school level examination, organize and carry out training to improve the ability of teachers in various disciplines to test propositions, and establish a backbone team of propositions with high ideological understanding, hard professional quality and strong comprehensive ability throughout the province.
3. Strengthen confidentiality. According to the requirements of the relevant regulations on state secrecy, the proposition, paper preparation, examination, marking and other related work of the junior high school level examination are state secrets, and the education administrative departments at all levels and relevant units should strengthen the confidentiality work of the junior high school level examination.
4. Strengthen examination management. Formulate and improve the management regulations of junior high school academic level examination in Shaanxi Province, and introduce relevant examination system or policy.
5. Improve the student status management system. Education administrative departments at all levels should further improve the regulations on the management of student status, strengthen the effective monitoring of the number of students in junior high schools, and ensure that all students can take the junior high school academic level examination.
V. Implementation Time
Starting from the seventh grade in the fall of 2017, our province has fully implemented the "Implementation Opinions on the Reform of Junior High School Academic Level Examination in Shaanxi Province". Junior high school students enrolled in the fall of 2015 and 2016 will continue to implement the original junior high school graduation examination program in Shaanxi Province.
This Implementation Opinion will be implemented from September 20, 2017 and will be valid until September 19, 2022.
