Online celebrity block is too busy, and nearby residents are very worried. How can we have both fireworks and a peaceful life in the city?

How lively can the online celebrity block be?

In October 2022, the limited-time pedestrian street on Maoming North Road in Jing ‘an, Shanghai was opened to the public. One month later, Zhangyuan, known as the "first garden in the sea", officially returned. In the same area, there are two new landmarks in the central city, three subway lines are superimposed, and the food street in Fengshengli and Wujiang Road is counted, which leads to a crowded scene every weekend here.

On May 21st, people came and went in the limited pedestrian street on Maoming North Road. The pictures in this article were all taken by The Paper reporter Gong Hanyu.

But for the surrounding residents, this "grand occasion" is annoying.

"On the weekend night, my window can’t be opened, the big screen of the advertisement takes a clear picture of my home, and there are many merchants’ loudspeakers … …” Ms. Huang, a resident who lives in the "Jing ‘an Villa" community, told reporters that in the rich room separated from her residential community by a wall, the problems of noise and light pollution are serious.

On the one hand, there is a rapidly developing online celebrity block, and on the other hand, there is an old resident who has lived for decades. The contradiction is imminent, so how to solve it has become a difficult problem.

"The residents’ demands are objective and true. I have also heard about the negative impact of the night market on the community during my regional visits." Xie Bozhen, a community policeman in Maobei residential area of Nanjing West Road Police Station of Shanghai Jing ‘an Public Security Bureau, said frankly that night economy is an important part of regional economic development, and it is impossible to fundamentally solve the problem by relying on community policemen to break their legs and talk. The key illness festival must be promoted by relying on the cooperation of relevant government functional departments, and enterprises and merchants should jointly manage and manage, so as to eliminate the dilemma of disturbing people caused by night market operation from the source and avoid the deterioration and escalation of civil and commercial conflicts.

The noise that can’t be separated by the fence

On the afternoon of the weekend, the limited-time pedestrian street on Maoming North Road welcomed crowds, and the abundant lane on the west side was also full of guests. Here, the open restaurant puts the preferential menu at the door, and the fashionable online celebrity stores are lined up again. Many coffee shops are set up outside, and men and women often sit for an afternoon.

On May 21st, the reporter came to the scene of Fengshengli-Zhangyuan business circle and saw that it was just a wall away from the very popular Fengshengli, which was the "Jing ‘an Villa", a residential area with the old-style Lane structure. Police Xie Bozhen told reporters that there are about 1,000 households living here, and half of the buildings are close to the side of Fengshengli, which is greatly affected.

The policeman Xie Yuzhen successfully resolved the contradiction between the business circle and the residents through many visits and investigations.

After the opening of Maoming North Road, the policy of restricting motor vehicles and non-motor vehicles was implemented on weekends, which made it difficult for riders to take takeout in Fengsheng Lane. After many discussions, it was decided to open a weekend passage for non-motor vehicles in the "back" of Fengsheng Lane, that is, one side passage near Jing ‘an Villa Community.

The problem of riders taking meals has been solved, but many problems have also arisen from it. First, the rider seeks speed, and galloping in the business circle can easily lead to accidents; Second, the speed is too fast to produce noise, and the residents of Jing’ an villa are uncomfortable every weekend; Third, roads are in disrepair and potholes, and the danger of vehicles passing by and the impact of noise are doubled.

How to solve it? The problem came to the hands of Xie Wei, a policeman in the responsibility area.

Xie Yuzhen told reporters that at present, warning signs of slowing down and slowing down have been erected at the entrance and exit of non-motor vehicle lanes of Maoming North Road on Nanjing West Road and Maoming North Road on Weihai Road; Speed bumps are laid on the road between the two entrances and exits for two or three hundred meters; The repair work of potholes in internal roads is also in progress.

Xie Bozhen also told reporters a detail. After careful consideration, the height of the speed bump was finally determined to be 3 cm — — This is the minimum height of the speed bump. "Don’t underestimate this thin layer, even if it is increased by 1 cm, it will cause unnecessary noise."

A number of speed bumps are set on the side of Fengshengli near the residential area to further reduce the possibility of noise pollution.

Not only that, Xie Bizhen also has ingenious ideas in noise reduction. Pointing to the pavement, he said, "Before laying the floor tiles, add insulation and buffer layers, and use silent floor tiles to reduce the impact of noise."

"After the road is repaired, it will definitely be more peaceful here." In the discussion of relevant working groups, Xie Bizhen put forward the concept of creating a "peaceful living circle" on the issue of "noise reduction", which has been adopted and implemented now.

  Residents and businesses win-win.

A bustling business district close to residential areas, the contradiction with residents does not stop there.

Ms. Huang, a resident of Jing ‘an Villa, who is only two or three households away from the wall in Fengshengli, told the reporter that since the second half of last year, one side of the wall in Fengshengli has been filled with external positions, and there is always the sound of chatting every night, and some merchants will also play stereos outside, which is very loud.

"In the past, garbage trucks came late at night, and when they were transported, the bottles collided with each other and clanged, and they were woken up many times … … The big screen in the middle of the rich room is also bright, and the room can be illuminated through the curtains. " Speaking of troubles, Ms. Huang gave examples one by one, and added: "There are many elderly people living here, and the quality of sleep is not very good. The old houses with brick and wood structures are not soundproof, which is quite annoying."

In response to several questions raised by Ms. Huang, the reporter observed on the spot that at present, all the external positions near the wall of residential areas in Fengshengli have disappeared, and many businesses are located in the business circle passage and gradually extend to the side of Zhangyuan. These places are far away from residential areas and have little impact on residents.

In addition, the reporter also noticed that although some businesses installed stereos outside the wall, the music outside the store was not turned on. The big screen in the rich room is still working normally, but even during the day, the screen is silent.

In this regard, Ms. Huang bluntly said that although she can still hear some movements occasionally, it is much better. "It will basically not affect normal rest and life."

For these improvements, "Fengshengli-Wujiang Road" night market "civil and commercial contradictions" investigation and research group contributed.

As the main member of the team, Xie Yuzhen told reporters that he had summed up more than 10 typical problems of civil and commercial contradictions after field research, including "adjusting the brightness of large screen advertisements in Fengshengli, banning audio advertisements at night, disturbing people by noise from internal non-motor vehicle lanes, and diverting water at the entrance and exit of Rail Transit Line 12".

After the reflection, with the support of Nanjing West Road Street, the multi-party linkage governance model of public security, urban management, market and city appearance was opened, and more than 10 typical problems of civil and commercial contradictions and subsequent disposal measures were studied and overcome one by one.

For example, in regulating the open-air operation, coordinate with Fengshengli to reasonably define the external placement area, and prohibit the external placement near the residential area; In terms of the brightness of LED lights at night, the brightness is further reduced at night; It is forbidden to put out audio advertisements at night and so on. At present, these standards have been implemented.

In fact, the implementation of the policy did not happen overnight, and it took a lot of effort to communicate with the merchants. "Not all merchants are willing to make changes, sometimes they need multi-departments to come forward, and sometimes they need to do their homework for civil and commercial affairs for a long time."

Xie Bizhen talked about another civil and commercial contradiction. There is a merchant Sephora on Nanjing West Road. There are more than 20 residential buildings opposite the large air-conditioning exhaust outlet of the building. Every summer, hot air blows directly into the residential buildings, and "the windows can’t be opened at all", which deeply affects the residents.

After receiving the response, Xie Bozhen went to Sephora several times to propose a solution. The initial solution was to install a cooling spray device at the tuyere, but it was found that the effect was not good after implementation. "On the one hand, the cost of renovating the exhaust outlet is too high, and Sephora disagrees, while on the other hand, residents keep complaining." Xie Yuzhen recalled that he ran many times before and after running, and the final solution was that Sephora paid residents a high-temperature subsidy every summer. "Although it is not a complete policy, it is good that both sides can accept it and the economic loss is the lowest."

To Xie Bozhen’s delight, the incident of disturbing the people in the rich room was originally a regulation issued from the perspective of residents, and unexpectedly there was a win-win situation for residents and businesses. Manager Huang, the person in charge of Goose Island Fine Brewing Beer Restaurant in Fengsheng, told the reporter: "In fact, there are many problems, such as loud and small advertisements, more and less external positioning, and different opinions among merchants. Now, after these management measures are introduced, the standards are unified, and more benign interaction and competition can be formed among merchants."
